These figures refer to female third class passengers on emigrant ships who are ex- amined at the Secretariat for Chinese Affairs in accordance with the Asiatic Emigra- tion Ordinance 1915. The details are taken from the passenger lists.

(c) (1) European. Total 21 (French 11, British 5, U.S.A. 3, Russian and Latvian 1 each). Of these 13 had been less than 1 year in the colony on Novem- ber 30th 1930. This total includes brothel keepers as well as inmates.

The ages of the latter are given as 22 to 34 years the average being 26.

(2) and (3). Figures taken from return made on January 1st 1930. Statements by Chinese prostitutes regarding their age or period of residence are entirely unreli able and no attempt has been made to co-ordinate information on these points. In the case of a registered prostitute the date on which she first entered a known brothel is on record. 99% of girls applying for permission to enter known brothels state that they are between 21 and 24 years of age, and that they have arrived in the colony only a few days previously.

6. Please give any details not already sent to the League concerning all cases during each of the last five years in which persons have

been discovered procuring, enticing Or leading away women, or children of either sex, for immoral purposes in order to gratify the passions of another person or attempting to commit these offences (Articles 1 and 2 of the Convention of 1910 and Article 3 of the Convention of 1921).

Please give the age and nationality of the offender and of the victim, the nature of the offence, and the action taken; and distinguish as far as possible between cases relating (a) wholly to your own country, and (b) partly or mainly to another country, specifying the country.

Ans. Details have already been sent to the League of cases in which investi- gation resulted in the conviction or deportation of an offender. Where it has not proved possible to take action against an offender, the evidence is usually incom- plete or untrustworthy. Records of a number of typical cases of this nature have been selected and can be shown to the Commission if they so desire.

7. (a) Please state in how many cases extradition procedure has been applied during each of the last five years to the offences mentioned in the preceding question, giving the names of the countries to which and from which offenders have been extradited,

(b) Mention whether during each of the last five years any new extradition treaties or arrangements have been made and whether any practical difficulties in extradition have arisen.

(b) The Chinese Extradition Amendment Ordinance No. 17 of 1927. principal object of this Ordinance is to enable extradition proceedings to be taken even though for political reasons the persons actually exercising authority in any province or part of China do not hold this position de jure.

In each case, information should be given, if possible, of the circumstances under which the persons concerned have been repatriated or deported, the efforts made to assist the victims and the results achieved.

The nationality of all these women may be assumed to be Chinese and the average age to be between 15 and 19. The figures are incomplete as they do not include women repatriated by, e.g., the Singapore authorities and not sent to the Po Leung Kuk.

It is not possible to distinguish clearly between (a) and (b).
